Negative conditions of the education agreement of state civil servants
The article contains the evaluation of the positive and negative conditions of the
education agreement of civil servants. The author thinks that the inclusion into the
agreement of the condition of compulsory service in a public organ upon graduation is a
hidden form of forced labor. It contradicts to the ILO Forced Labor Convention № 29, 105
and the Constitution of the Russian Federation which prohibit forced labor. The named
condition also contradicts to the law on State Public Service of the Russian Federation
which provides freedom of service contracts concluded by a civil servant.
