Тюремная служба Израиля: традиции и перспективы

Введение: в статье рассматриваются отдельные вопросы организации, функционирования и развития Тюремной службы Израиля в контексте максимальной приближенности к национальным реалиям и соответствующей терминологии. Цель: на основе анализа актуального состояния и результатов деятельности Тюремной службы Израиля выявить и проанализировать ее структурно-функциональные особенности, существующие проблемы административного управления и определить дальнейшие перспективы развития. Методы: сравнительно-правовой, формально-юридический, эмпирические методы интерпретации. Результаты: анализ развития пенитенциарной системы Израиля показал, что ее функционирование происходит в русле так называемой доказательной политики (evidence-based policy), или политики, основанной на фактических данных. Целью такой научно обоснованной политики является руководство деятельностью ведомства на основе выявленных и научно подтвержденных закономерностей, что позволяет разрабатывать эффективную стратегию выполнения возложенных на него задач, противостоять современным вызовам и угрозам, определять пути совершенствования и развития уголовно-исполнительной системы страны. Выводы: современная Тюремная служба Израиля находится в стадии развития и трансформации. Меняющиеся ожидания и требования общества определяют циклические изменения пенитенциарно-правовой политики и, как следствие, потребность в общественной переоценке роли Тюремной службы в еврейском государстве. Насущной необходимостью стало решение таких задач, как повышение статуса и авторитета Тюремной службы, а также целенаправленное создание привлекательного и уважаемого в обществе имиджа государственных служащих (сотрудников) пенитенциарной системы. На основе проведенного анализа утверждается, что к настоящему времени в Израиле благодаря сотрудничеству Israel Prison Service (IPS) с фундаментальной наукой сложилась ведомственная пенитенциарная наука, которая обоснованно определяет перспективы и тенденции развития Тюремной службы.
