the article considers penal characteristics of convicts (based on materials of the
special census of convicts and persons in custody, December 2022) who committed crimes with a
particularly dangerous recidivism and are held in special regime correctional facilities. Some features
of the execution of imprisonment in these correctional institutions are shown. The following
issues are discussed: distribution of convicts held in special regime correctional facilities depending
on the number of incentives and penalties; distribution of convicts depending on participation in educational,
leisure and other educational activities; distribution of convicts according to their attitude
to work and study; distribution of convicts depending on general characteristics; distribution of convicts
depending on the provision of additional medical and preventive services outside the institution
or by third-party organizations; distribution of convicts depending on the provision of psychological
assistance; distribution of convicts depending on the use of services of a lawyer; distribution of convicts
depending on the use of the right to file (send) complaints; distribution of convicts depending
on the bodies and officials to whom complaints were sent; distribution of convicts depending on appeals
to the correctional facility administration with a request for personal safety; distribution of convicts
depending on the available accommodation after release; distribution of convicts depending on
the expected employment difficulties after release; distribution of convicts depends on the provision
of assistance in labor and household arrangements after release. Purpose: to provide a detailed
analysis of penal characteristics of convicts held in special regime correctional facilities. Methods:
comparative law, empirical methods of description and interpretation, theoretical methods of formal
and dialectical logic, as well as legal-dogmatic and legal norm interpretation methods. Results: the
revealed data characterize behavioral features (number of incentives and penalties; participation in
educational activities; work and study), as well as the realization of certain rights and obligations of
convicts (providing medical, legal, psychological and other assistance, ensuring personal safety;
receiving legal assistance; filing complaints; assistance in social adaptation) held in special regime
correctional facilities. Conclusions: the proportion of neutrally characterized convicts in special regime
correctional facilities is decreasing mainly due to an increase in the proportion of positively and
negatively characterized. The behavior of convicts serving sentences in special regime correctional
facilities is negatively characterized in comparison with the behavior of convicts held in other correctional
institutions. This indicates a fairly high criminality level of convicts held in special regime
correctional facilities. The situation with additional medical and preventive services and psychological
assistance to convicts is rather positive. Finding employment and accommodation after release
is quite difficult for convicts held in special regime correctional facilities.
