Legal and organizational basis for counteraction religious extremism and the terrorist threat at the present stage
Religious extremism is a particular danger in prisons. Convicts become recruited. This
article discusses the spread of religious extremism and the terrorist threat at the present
stage, countering the unlawful activities of religious extremist and terrorist organizations

by law enforcement agencies and public organizations. The spread of radical ideology
destabilizes the normal functioning of institutions of the penal system and, most
importantly, is able to bring new adherents of extremism to society. Comprehensive plan
to counter the ideology of terrorism for 2019–2023 became a consolidating document
for the activities of federal executive bodies, executive bodies of the constituent entities
of the Russian Federation and local governments in organizing work to counter extremist
activities. Particular attention in the article is given to preventive measures to suppress
illegal acts. For example, meetings of convicts with clergy and church representatives
become an effective interaction experience. It also notes the importance of interaction
between employees of the operational apparatuses of institutions of the penal system
with employees of psychological, security and educational units, which makes substantive
preventive intervention. Law enforcement agencies are currently conducting widespread
and focused work on the disclosure of crimes of an extremist nature and terrorist
orientation, which leads to positive results. Nevertheless the threat of extremist and
terrorist activities necessitates the strengthening of the interaction of all state and public
structures in preventive work in this direction and the search for new forms and methods
of counteracting these negative phenomena.
