A significant and integral part of the criminal legislation of Russia are the special grounds
for relief from criminal liability, which are contained in the notes to many articles of the
Special Part of the Criminal Code of the Russian Federation. They are quite widespread
regarding crimes against public safety. Based on the analysis of these grounds the author
offers criteria for their establishment, the foundation of which is the specificity of the social
danger of the crime and his own understanding of the content and types of public danger
of the crime; gives a detailed classification of the considered norms, identifies legislative
gaps and suggests directions for expanding the establishment of special grounds for relief
from criminal liability in relation to crimes against public safety. It is also concluded that
such grounds are aimed at protecting public relations from criminal attacks and preventing
the commission of new crimes, that is, they fulfill the tasks of the criminal legislation of the
Russian Federation. The study showed the vector of the criminal law policy of our state in
the direction noted by the author.
